Fall River mayor admits being duped by accused rapist, cult leader

FALL RIVER, Mass. (WJAR) — It was early 2021 when Fall River Mayor Paul Coogan said a proclamation request passed across his desk, something that happens by the dozen each and every month.
His staff reviewed it, and he signed it not knowing the isn’t anywhere on the globe.
“It looked legitimate, we had somebody prepare it, I signed it. It’s 100% on me, it has nothing to do with anybody in the office they just kind of helped me along the way but it’s my fault,” Coogan told NBC 10.
Coogan and his staff started to get suspicious after a second request was sent their way followed by a request to make Fall River a sister city to the country called Kilasa.
According to Coogan, “There was another follow up request maybe a year later asking to join up with them as a sister city. We caught that one. We said, ‘no thank you.'”
