Chinese cult leader arrested for fraud, sexual assault, and exploitation of followers

16th September 2025 – (Hong Kong) In early 2025, police in Henan Province uncovered an illegal cult led by a man identified as Shang Mouzeng, who falsely claimed to be the “Jade Emperor.” Over time, he manipulated followers, defrauding them of more than 5 million yuan (approximately HK$5.45 million) and sexually assaulting 10 women, according to a report released on Monday, 15th September.

Investigations revealed that Shang propagated bizarre ideologies, including the unification of all religions and the “Three Phases of Apocalypse,” insisting that only by following his teachings could one achieve “true enlightenment.” Many members joined the cult while dealing with illnesses or personal crises.

Shang used fabricated rituals, such as “seating ceremonies” and “child restoration ceremonies,” to exploit followers. He encouraged them to buy items like incense burners, statues, and yellow paper, amassing significant wealth. Furthermore, he manipulated female followers into sexual relationships under the guise of “removing negative energy” and “purifying magnetic fields.”

Li Shengwei, Director of the First Prosecution Department of the People’s Procuratorate in Suiyang District, Shangqiu City, described the cult as highly structured and well-organised, with clear hierarchical roles. Shang’s actions, including sexual assault and financial fraud, meet the criteria for crimes of organising and using cults to undermine law enforcement, rape, and fraud.

Authorities continue to process the case, and Shang faces multiple charges under Chinese law.
